I reckon Roger & Noreen are on the money with sub-adult White-faced Ducks.
What about the white flank stripes? White vent? Golden brown not dark chest and belly? Yet the head is similar to a juvenile White-faced Whistling-Duck. Hmmm….
WHITEFACED DUCK I think it is SUB-ADULT as Juv lacks white face
